Participants will examine how recent and proposed changes to the law may affect residential development, housing availability, permit certainty, and costs ultimately passed on to Buyers and Sellers. Designed as an interactive session, the course emphasizes the REALTOR's role as both a consumer advocate and a trusted local expert. Through discussion, case examples, and guided exercises, REALTORS® will gain a clearer understanding of how Act 250 impacts their clients and communities, and why REALTOR® engagement in the revision process is essential to ensuring balanced outcomes that protect Vermont's landscape while supporting housing opportunity.

Participants will leave with practical insight into how they can stay informed, communicate effectively with 
clients about Act 250 considerations, and actively participate in policy discussions and revision efforts that influence the future of Vermont real estate and the consumers REALTORS® serve.

Peter Tucker is the Advocacy & Public Policy Director for the Vermont Association of 
REALTORS®, where he leads VAR’s government affairs work and serves as the primary liaison 
between Vermont’s REALTOR® membership and state policymakers. In this role he tracks and 
analyzes legislation affecting land use, permitting and housing, including Vermont’s Act 250, 
and regularly provides testimony and technical recommendations to the Vermont Legislature and 
its committees. He has served in the VAR advocacy role since 2020 and brings years of real 
estate practice and development experience to the classroom, including work as a licensed broker 
and development project lead. Peter’s advocacy work has included direct participation in Act 250 
reform conversations, including testimony and committee briefings, and VAR legislative recaps 
focused on housing and permitting issues. His sessions combine practical examples from real 
transactions, statutory and rule interpretation, and clear guidance on how Act 250 considerations 
affect deal structure, timelines and client counseling.
